Position: Senior Project Controls Engineer

MOCA Systems is a rapidly growing, nationally recognized Project and Construction Management firm that provides owners with Project Controls service (cost estimating, scheduling, and claims / changes analysis) and a differentiated approach to managing their construction projects throughout programming, design and construction. 

MOCA project and construction management services are based on existing cost and scheduling tools such as Primavera™ and our proprietary MOCABuild™ software platform that augments these applications with an ability to simulate the construction project for more refined cost estimates integrated with labor-driven schedules.  With this capability, the team provides unparalleled project and construction management services.

MOCA Systems has been awarded several long-term contracts with the US Army Corps of Engineers to provide project construction control oversight for the design and construction of the USACE $1 billion Fort Lee Base Realignment and Closure (BRAC) program. The Construction Oversight Project Controls Team will be responsible for review of contractors cost and schedule and provide advice to the Area / Resident Engineers based on review of contractor’s schedule for forecasting and resolving potential delays and slippage.

Interested candidates should have a thorough understanding of construction principles, to develop baseline cost and change order estimates at concept, schematic, DD and final phases. The successful candidate(s) will support and augment existing project team in the development  schedules, and budgets using standard cost and scheduling applications augmented by the MOCABuild project controls system.

Do you possess the qualification and experience this job requires?

  • Serve as Owner's Rep to the USACE Project Managers & Area Engineers

  • Develop cost-loaded and labor-driven schedules using MOCABuild for solid independent project assessments

  • Meet with contractors to explain USACE baseline schedule requirements, specifications to facilitate schedule development

  • Analyze and report on contractors' baseline schedules per specifications, constructability and MOCABuild-generated data

  • Determine cost and schedule impacts for each change order/modification

  • Perform detailed site surveys to verify percent complete against contractors' monthly invoicing

  • Perform and report project controls calculations (progress, performance, earned value, work-to-go, critical path.) 

  • Four-year college degree (B.S.) Required; Engineering or Construction Degree Strongly Preferred

  • 6-10 years of experience in the design, construction or consulting industry Required

  • 4+ years of cost estimating and construction scheduling experience preferred

  • Demonstrated Excel and Primavera

  • Experience with software applications such as Timberline, PACES, and RSMeans,  is a plus

  • Government and construction inspection experience is a plus

  • Ability to Analyze and report on contractors' monthly updated schedules

  • Capacity to routinely brief and advise USACE on schedule and project controls analysis (per duties listed above)
