SAME MONTHLY MEETING February 17, 2010 11:30 a.m.
Topic: Cuba From Both Sides Of The Fence
In December 2001 Kellogg Brown & Root was tasked to construct temporary facilities for the detainees from the Global War on Terrorism at Guantanamo Naval Base Cuba. The project was under the Navy’s Contingency Capability Contract or CONCAP, and had to be completed in less than 90 days. KBR would later construct multiple additional facilities, including the state of the art prisons. These are the facilities that were scheduled to be closed by January 2010, but subject to much discussion concerning how the detainees would be managed elsewhere. At the same time, KBR was tasked by the Department of State to upgrade the US Interests Section of the Swiss Embassy to current Anti-terrorism Force Protection standards in Havana. This talk will address the special challenges of each project as well as discuss some of the processes for operating in Cuba under the Trade Embargo.
